The problem with your tv is that chip, with the grey silicon all over it. Clear the silicon and resolder the smd elements around it. Be careful because you will remove resistors with the silicon when you are removing it. The cause fot that problem is that elements can not cool from the silicon. Believe me this is your problem, i have repaired 2 37hv4 lcd televisions last week with exactly the same problem.
